Most “Neighbors of Winner Road” live within what’s known as “Independence Neighborhood #40″… or “Fairland Heights”.
Its boundaries are: 18th Street on the South, G M & O Railroad on the East, Blue Ridge Blvd. (Blue Summit) on the West and Truman Road on the North.
The Fairland Heights neighborhood was defined years ago. It was treated as a single neighborhood by the Independence “Neighborhood Council” system that was functioning in the area in the 1980’s and 1990’s. However, evidence suggests that Fairland Heights had neighborhood unity / identity possibly as far back as the 1920’s.

“Neighbors of Winner Road Association”
The “Neighbors of Winner Road” recently looked at our “declared” boundaries… and decided that the west side of Brookside Ave. was a much-more-natural boundary to our neighborhood. The land west of there is rugged, tree-covered, and has very few houses, until you get over near Blue Ridge Blvd.
We agreed that given our manpower and these natural boundaries, we would find it extremely hard to interact with the folks over on Blue Ridge Blvd. on a regular basis. That area is far enough away from our core that we deem it to be a separate neighborhood. Also, we felt we could only be effective in organizing and representing about 200-300 homes. Therefore, we redrew and redefined our boundaries.
Perhaps, in the future, if we grow in friendship and enthusiasm, we may again reach out to our western neighbors on Blue Ridge Blvd. and return again to having boundaries that match Fairland Heights.
