Most “Neighbors of Winner Road” live within what’s known as “Independence Neighborhood #40″… or “Fairland Heights”.
Its boundaries are: 18th Street on the South, G M & O Railroad on the East, Blue Ridge Blvd. (Blue Summit) on the West and Truman Road on the North.
The Fairland Heights neighborhood was defined years ago. It was treated as a single neighborhood by the Independence “Neighborhood Council” system that was functioning in the area in the 1980′s and 1990′s. However, evidence suggests that Fairland Heights had neighborhood unity / identity possibly as far back as the 1920′s.

In the few years prior to 2012, we had “claimed” an area that much larger than we do today. This was because we truly enjoyed reaching out to the surrounding blocks with our newsletter and our events. We believe a Crime Watch would still be of huge benefit to those areas.
However, delivering newsletters (approximately 250 of them) 3 or so times per year to those areas was a very difficult thing to do.
Plus, the Independence Police’s official recommendation is that a Block Watch / Crime Watch consist of about 25-30 homes. The thinking is that if you claim a larger area, other people in that area will be discouraged if they decide they want to start a Block Watch of their own. Plus, keeping the group small seems to increase cohesiveness and comradery.
We compromised a bit with this Police recommendation. Our current area is just 38 homes. 36 of them were included on our original group boundaries from years ago.
However, we added an extra two homes on 13th street because those families there have, historically, been quite involved in our group. And the homes are directly against the NID’s western boundary anyways.
